What Happened

In the aftermath of Azeem Rafiq's bombshell testimony before a UK parliamentary committee in November 2021, in which he detailed systemic racism at Yorkshire CCC, broader investigations uncovered concerns about discrimination within the English cricket system, including at youth and U19 levels.

Former youth cricketers came forward with allegations that racist language and discriminatory behaviour were present in the pathway system that feeds into the England U19 team. Some alleged that players from South Asian backgrounds faced microaggressions and were overlooked for selection despite strong performances, while others described a culture where racist "banter" was normalised.

The ECB commissioned the Independent Commission for Equity in Cricket (ICEC) to investigate discrimination across the game, including at youth level. The ICEC's findings, published in 2023, confirmed that racism and discrimination were widespread in English cricket and that the youth pathway was not immune. The report made dozens of recommendations for reform, including mandatory diversity training, better reporting mechanisms, and structural changes to make cricket more inclusive.

The revelations were particularly troubling because the youth system is supposed to be the foundation of English cricket's future. If talented young cricketers from diverse backgrounds were being driven away by racism at the U19 level, the consequences for English cricket — and for the individuals affected — were severe. The ECB pledged to implement the ICEC's recommendations, but progress has been slow and accountability remains a work in progress.
